General Carter joined the Army in 1977. During his early career, he served in Germany, Northern Ireland, Cyprus, Bosnia and Kosovo. He commanded 55,000 NATO troops in Regional Command South during the Afghan ‘surge’ and later returned to Afghanistan as Deputy Commander of the NATO mission. As the Director of Land Warfare, he led the team that reorganised the Army following the 2010 Security and Defence Review (Army 2020). Having been the architect of Army 2020, he has subsequently refined and implemented these  structural changes in his current role, as Chief of the Defence Staff.
